I'd be surprised if the frame rate had any bearing on how often the buttons were checked. More or less any simulation or fast-paced game developed in the last 20 years has separated game logic update rate (checking inputs, updating object positions etc) from frame rate (how often the display is updated). Multithreading is a thing...

My observations are from comparing different PCs. New ones versus old ones. Also ich you check export scripts you see that all input/output is checked during frames.
Mouse input is a complete different thing. There you absolutely right. But finally only the developers could give us the answer.

Also to say that the trim is depending on the FPS of each individual computer. Signals from buttons only checked each frame.

It's not the trim moves at a constant rate.

Export script has variable update rate, but not devices in the aircraft. These are fixed update rates.

Gentlemen! Tell me, the plane constantly pulls slightly to the left, even without weapons. Trying to trim leads to the opposite effect, the plane starts to pull to the right. What am I doing wrong, and how can I make the plane fly straight?

Which trim - Yaw or Roll?

One or two taps on the Roll trim usually does it.

Какой дифферент — рыскание или крен?

Обычно достаточно одного-двух нажатий на регулировку рулона.

by roll. Even with a single press of the trimmer to the right, the plane begins to roll to the right. That is, it is not possible to catch the center with the trimmer.
