So not in complexity persay.

But in just taking off and landing (since we won't get carrier capable at first) and flying.

If we compare it with planes we have in dcs from about the same time.

MiG21 or F14, or even the A4 mod?

While it doesn't directly answer your question, there is a 20 min video on YT that explains the FCS:

I personally doesn't expect it to be harder than the F-14. As with all old A/C you will have to trim a lot.

The FCS in the F-4 is the predecessor to the FCS in the F-15.

Skip ahead in my video to the 20:00 mark and it’s the part where I talk to an actual pilot of the F-4 on what it was like to fly. Lt. Colonel "Bluto" flew both the F-4 and F-16 during his time in the Air Force.

Only with hard wing Phantoms, if we get the post Agile Eagle variant it wil be much more controllable

I don't believe we are getting a hard wing at all. Far as I know we are getting retrofit slatted jets from the 66-69 serials without DMAS, and then later a 71- and higher with factory slats, DMAS, and TISEO.

I expect (and hope) the Navy F-4 will be a J which is hard wing at least, but the F-4E '74 we are getting is not.
