Nothing starts at the base of the ramp; some length of road or runway is needed to build up enough speed to take off, even for the Su-25.

If I had to guess, it wont be fixed for many years like many other other bugs. To fix this bug, they would have to create a new flight model for it (Its still using AFM instead of PFM) and since it takes a lot of resources, it wont be worth it.
