Yes, because the back seater is a RIO but the AI that helps you when you don't have a human RIO is called Jester. What you're talking about is the AI and that is Jester. A human RIO can do this perfectly fine.

And you also need to seperate and specify what you're actually talking about when you say this. It isn't easy to guess what you're talking about when you just say RIO and AWACS data, that can mean many separate different things.

As others said perhaps your pilot skills are not yet reaching Jester's RIO capabilities.

If you mean AWACS interaction as datalink connection then yes, Jester can establish one and then he can lock on DL provided targets when specifically asked to.

Target over the water background is very different thing to the target over the underlayed ground from radar perspective. [speculations] And DCS probably don't account this in simulation, so we have something in between in order to match expected behaviors.[/speculations]

As it here is a feedback topic: Great to see tomcat is not completely abandoned yet and got very essential updates. Last time i was in DCS:F-14 RIO sit, number of interesting computers functions was inop. PDF Manual still v1.0

Yup and that is what "EA" means...

PS: I would say to enjoy whatever features I have now, and hope HB/ED can makeup whatever lefts in future.

Like what was inop? Are you matching the Tape build Heatblur is using? Or the ubiquitous 14A Natops manual that’s of a different software tape? 

Also yea, the manual that was a whole big deal that it was HTML and so would be updated regularly, is wayyyy off and still lacks a LOT of how to guidance.

Just to clarify, at lot of those things that are inop are so because they really don't make sense to implement in a sim like DCS or because there's no real way to implement them within the current environment that makes them actually work correctly.
