As long as the label stays technically correct, this remains legal, though you would be right to ask questions about the sudden change. Though usually, your only recourse would be to get a journalist interested in the case so that the company gets publicly called out on their behavior. This could actually result in some internal documents leaking out to the press. At least in this example, you're free to switch to another vendor (usually only to find they're all pulling the same crap). Assuming Shell isn't the only station in your small town, of course. In ED's case, there's simply no other company doing what they do. 1
