Im not at my pc rn but are you making sure to change the radio frequency for the wingman as well. If so it might be best to use an advanced waypoint option.

If I set MY frequency to 127.00 he hears me, that's the anomaly 🤔

If I set MY frequency to 'whatever frequency' his is automatically set to the same frequency, to be clear, I am talking about an AI wingman.

Ok, I just want to be able to give commands to my AI wingman, I can ONY do this if I set my frequency to 127.00, all other frequencies result in silence, I simply want to understand why.

It is because Viper has two radios, and you need to use one set on the same frequency as your wingman.

Because, fore example, if you have a friend using walkie talkie on frequency lets say 37.000 and he wants to give you some info, but you are on 27.000 you won't be able to hear him.

 

From your track I see you don't know how to use those radios, you are trying to press COM1 and COM1 buttons to speak on the radio as I get it?

You need to use the correct keybind for the specific radio.

For COM1 that's Transmit Switch - UHF(call radio menu)

For COM2 that's Transmit Switch - VHF(call radio menu)

So there is no need to press COM1 or 2 on the ICP, find those in the keybinds.

 

In your specific case, 

Press COM2 and set that frequency to 127.00 and then call COM2 radio menu and your wingman, if he has its COM2 radio set to 127.00, will be able to hear you.

 

Also there are lots of videos on youtube about F-16 and there is this dreaded but useful F-16C manual in the game files.

Thank you for your input, I think there is some confusion here, I have no problem using the UHF/VHF radios in the Viper, changing frequencies to contact ATC or tankers and have been doing so for the last 5 years.  I can always communicate with my wingman on VHF 127.00 or UHF 225  but I have noticed that if I use other set frequencies the wingman does not respond, anyway it is not a big problem I was simply curious as to why the wingman did not respond despite following proper procedures.

You should be able to change the frequency he responds to in the Editor if you so desire (unless you already tried that?). There you have the general frequency for your flight. Perhaps the first preset frequencies also work but I don't know about that.
