Either energy depletion, or quick responses to the target maneuvering. I could be mistakened but when semi-active missiles dont have datalink (even when they do it takes time to update) so the missiles jittering could have something to do with target distance/direction gaging by changing the perspective at wich the missiles looks at it. Just like an owls head swinging when its listening to mice on the ground. Also dont forget that missiles have a corkscrew motion for stabilization, they also need to deal with sidelobes, angular reflectivity and changing RCS. I do know missiles will snake when they are looking for vanishing targets. You can even see this in the FC2 manual (though not modeled, missiles simply go a perfect lead trajectory). .
