The rear cockpit in the mig 31 has a rudimentary extendable stick and a throttle, so yes the WSO can fly the plane. Not sure how much they actually do though, or if its just for emergencies. Cant imagine that there is much visibility out the rear cockpit on the mig 31, even with the periscope. Two seaters mig 21, 23, 29, 31 etc. are for training. Aren't all Mig-31s dual seaters?

So yea, the ones from what i know that are for training are Su-27UB MIG-29UB and other ones with the UB letters after the number. if my memory serves me correctly. 487th Squadron Section Leader
