About update released modules:

Most released DCS modules have an update cycle, about 10 years, when the model is remodeled and other work is done to bring the old module to a fresh technological format.

About SDK for moders:

The SDK is issued only upon signing the development contract. 
If modders have the competence to make a commercial module to our standards, let them go to Matt Wagner. If our management decides that the module is interesting and the team is able to release it, then a contract is signed and a SDK is issued.

About talent modders working put into old modules to update them, or add modders IAs, etc to DCS:
