Really wish I knew how much better the 480 is from the 7970 but I don't. Honest guess would be 20-30% better with FreeSync and VR support. If you can wait, the RX 570 and 580 are expect to drop very soon.

Are you already running Service Pack 1? If so then just download the Roll-up package. It's the same reason a lot of people encounter the Windows 10 installation being stuck at 99%. If you rather just upgrade to 10, you still can. https://www.microsoft.com/en-us/accessibility/windows10upgrade Since your W7 updater is having problems, before upgrading to 10 you are going to want to disable Windows updater by changing it to not download updates, restart system, then disable 'wuauserv' in your Services. You can then start the upgrade executable. Never download Windows updates from unknown sources, only from the Microsoft Catalog. -
Why the flagship extreme edition CPU of my socket (4960X) is $2,810 on Newegg currently is absolutely flipping beyond me... As much as we all expect Intel to drop prices, I feel they might just keep the pricing of enthusiast processors as-is just for greed.

Because AMD knows best. 6-8 cores is the future for multi-tasking and rendering. More is simply better and the majority of the market isn't people who 'just' game. Think about the market as a whole. The production industry in general always needs more computing power and the more cores gets the job done faster. Physics based rendering benchmarks of Intel 6-8 cores crush the benchmarks of any Intel 4-core. Quad cores are great for just dedicated gaming. Higher frequency, less power usage, less heat, but less strength. The moment you want to factor in more processes while gaming, you can expect performance degradation. Biggest performance hit nowadays is streaming which is still a growing hobby and a new market target as of 2013. HD (720+ high bitrate/medium encoding) streaming is a very stressful load in and of itself which really tanks quad cores and below. Most top streamers you see on Twitch now are running either a 6 or 8 core processor setup, or they are feeding video to a separate system dedicated to just rendering tasks.

Radeon R9 390 8G upgrade?

A 390 would be good, a 390X would be better, but if you're willing to spend a good bit, wait for the RX 490. I've been holding out for one myself, but now I got to wait even longer for 2Q 2017. If you're trying to upgrade I would probably do the same and wait. The 390X with be near to nothing compared at the RX 490. -

Things have been looking pretty good for AMD lately. I'm really curious to see what they do with their SSG design and when they turn it into a mass consumer product. Pair SSG with PCI-E 4.0, woo baby! -

Use them with the Cougar base. I put my base inside a plastic bag to prevent dust and tucked it under my desk. Use the latest Vista drivers for the Cougar and do your profile configuring with TARGET. -

Crimson didn't want to update to stable release from the beta 16.7.2 for me. I downloaded full package and hit Upgrade upon launch, worked just fine. -

Didn't realize that. Unfortunately that doesn't help me though since there still is no free placement of 'controllable' aircraft on the ground. The current available preset parking spots is limited, let alone perfectly aligned.
