Try backup and delete all .lua file in Mods\aircraft\F14\Input\F-14B-Pilot\joystick except default.lua, in the meantime delete old keybinding in saved game, let dcs create a new binding. And try play and restart dcs see if it happens again. well if Red Exclamation still present, contact ED support.

Oh ok, yes you can use both full/maneuver flaps/slat take off from land or carrier.

Best use full flaps during landing as you need spoiler brake, LoL.
