So I'm not alone with the huge performance hit with rain in VR?  Everything else in 2.8 is fantastic, performance is much improved, the rain looks beautiful, but it kills my frame rate.

Is happening to me too, but this was the same in 2.7. I can do big overcast clouds, but any rain kills FPS. Water drops on or off.

For me the huge frame drops happens with clouds set to Ultra, but in Standard it's much better.

Unfortunately the clouds are still heavy aliased in Standard.

Not sure if raid drops are the cause here.
Switching them off does not improve my FPS in VR on 3090.
