Very little damage was inflicted on Japan and fifteen of the sixteen B-25's crashed while the last one landed in the Soviet Union. Not much at all was achieved militarily or strategically by the bombs dropped but the attack did change Japan's war strategy and showed what the U.S. was capable of. It was a message to Japan more than anything and a boost to the American's morale after Pearl Harbor. It was important for the psychological effects it had on both nations. It is interesting to compare the B-25 and the Doolittle Raid to the bombers of today, the B-21 being the latest example. Just it's existence roughly achieves what the Doolittle Raid set out to accomplish. The B-21 never has to drop a bomb and yet changes the military strategy of other nations, shows what the U.S. military is capable of, and helps boost morale by providing a sense of security through military superiority.
