If I remember correctly, the F-15 fuel dumps are on the wing tips and I do not know or can think of a reason why they would dump fuel while taking off, so I think something might be wrong with the external tank connection on this particular photo. I'm no expert and I could not tell you for sure, but it does look like fuel is coming from the external wing tank pylons doesn't it? I'm looking for a photo of the F-15 wing tip, never realize how hard it is to actually find one. If it had been on the underside of the fuselage I'd have said excess hydraulic/engine oil vaporising, although that generally only happens at start up on most aircraft in my experience. The US F-100-PW-220 engine (which is used in some version of the F-15) does dump Fuel of the bottom but only when going from burner to MIL power (max RPM power) or from going from running (normally idle) to cut-off.
