I'm so sorry mate, I haven't read "JTAC" nor recognized the view. Now I see what you mean, and I can reproduce. I'm not sure this is a bug, though. Lets see:

 

In the real world, the JTAC would look from one of the green dots below. But he would need to constantly change position to be able to look in every direction.

In DCS World, JTAC view acts like a submarine periscope: its point of view is always located above the vehicle to allow for a better view of the surroundings, without changing position. This is is an "arcade" view really, not a sim view at all.

 

A fix for the issue would be to place the point of view at the tip of the launchers. But then the JTAC would "cheat" even more because of a high position above ground. I'm looking how this was implemented on other SAMs.

I've just tested SA-19, SA-15 and SA-8: the JTAC point of view is always above the tip of the launchers.

So you're right: the SA-9 JTAC view should be moved a little. 👍
