In the F/A-18C manual provided by ED, it says

Autopilot modes listed on the UFC are selected by pressing the Option Select Button next to the Option Select Window of the autopilot mode. When selected, a colon is displayed next to the autopilot name on the Option Select Window. Once selected, pressing the ON/OFF button on the UFC enables the mode. An A/P advisory is displayed on the left DDI when an autopilot mode is engaged. (Page 183)

From my own experience, and according to the NATOPS manual, pressing the ON/OFF button is not required, if ATTH, HSEL, BALT, RALT or CPL is desired, to enable autopilot. Selecting the A/P pushbutton and then selecting ON/OFF without colonising any AFCS mode engages the basic autopilot (heading hold). Engagement of AFCS modes only requires pressing the option pushbutton next to the option window displaying the desired AFCS mode.

Pressing ON/OFF with no autopilot selected will engage CSS on it's own. This is the A/P ADV.

CSS is a available in all of the selectable A/P modes, thus it is automatically enabled with them.

You are correct that pressing ON/OFF is not an A/P modes prerequisite.

the manual fails to expand upon the CSS function of the autopilot system.

What is says now is incorrect as it seems to try to try talk about two separate functions simultaneously.
