Seacat SAM doesn't have proximity fuze

As stated in title, the Seacat missile on the various British frigates doesn't have a proximity fuse. It requires a direct hit to detonate, and because it's so kinematically weak anyway, it barely ever achieves that direct hit. 

From the little bit of research I've done it appears the Seacat should have a proxy fuse, so this appears to be a bug to me.

Here's a first hand report of someone who has operated one, mentions the missile needs to close within 20-30 feet as its equipped with a proximity fuse

This video has a clip that appears to show Sea Cat detonating away from the target (though there's a cut so we can't actually see the first few frames of the explosion):

EDIT: Navweaps also states it has a proximity fuse.

EDIT 2: In the .lua for the Sea Cat (lines 84-87), it's defined with a proximity fuse with a radius of 5 m (~16.4 ft):
