Steam open beta clean install request and or guide

EDIT: ISSUE WAS RESOLVED SOMETIME NEAR OR ON THE M/T UPDATE

To solve input binding problems, need full clean install how to, request to make, or guide.

What do I mean? When reinstalling steam open beta it does not perform a complete clean install; I can tell as it it reinstalls mods like SRS radio all inputs are back, name and login are saved. All these saved files are deleted in C:/Users/ and Steamapps, no idea where they are coming from and how.

Oddly uninstalling in steam doesn't delete anything in steamapps, deleting everything manually also did not fix anything and still have old copy after deleting every save from every location known. 

As said, formatting is the ultimate fix but it's reoccurring I cannot keep rewriting drives on my m.2 they are not unlimited.

I don't use Steam DCS, but I believe both Steam version, just like standalone one, uses C:\Users\[your user name]\Saved Games\DCS.OpenBeta location to store all info about your DCS configuration. Keep in mind that neither repair / file integrity check nor reinstall do anything in that location, that's why it has to be purged manually by yourself. Are you sure you deleted absolutely everything from that folder? Does your Windows display all hidden files and folders?

The only other idea which comes to mind is Steam Cloud backing up and restoring your config files by itself, but it's been years since I disabled Cloud for all my Steam games so don't even know where you disable it nowadays in that new UI of theirs.
