There is a Radar To Radar Interference while In HRM When there is a SAM Active In the area where APG-70 is mapping 

I really liked this attention to detail that another radar could interfere with HRM Image 

but here is the nitpicking part ;

the radar that was interfering with APG-70 was S-300’s 64N6 Big Bird ( Ive attached both the HRM Image and TPOD Feed , you can see the 96L6E Cheese Board Radar because i’m using SAM Pack Mod , which I believe is re-skin of 64N6 as it shows up as “BB” on RWR Which means 64N6 and even if the modder had in mind that 64N6 and 96L6E Work in different bands which i doubt and utilize that in the mod , still I shouldn’t have any interference because Cheese Board work in C-Band “

APG-70 is a X-Band Radar 

64N6 works in S-Band 

They Are two different bands As far as i know and understand these two cannot interfere with eachother and when i tried to change my radar’s frequency/Channel  

i still got the Interference

I’m enjoying F-15E and as matter fact was very amazed and happy to see this attention to detail hope DCS and Razbam Fix This

I think that it's not interference, but rather reflections from the antenna. You get those from all radar dishes, even if they are not emitting.

I don’t think this would be the case but i will give it try since i wasn’t facing the other radar in that site ( the 30N6 ) 

I believe this is interference as it has been seen before in SAR Images ( irl , MIM-104’s MPQ-53/65 Interfering with Sentinel-1 Radar which both of them work in C-Band and a giant X Appears on the image

Just to be sure i flew another mission this time facing the 30N6’s Dish 

No ,  both Radars that were actively searching ( 64N6 and 96L6 ) interfered 

the only radar that wasn’t active , The 30N6 Engagement radar even from different angles didn’t cause any interference

That´s probably reflection from the dishes, and it occurs in real life according to "Starbaby" Pietrushka in an interview with Steve Davies in his podcast "10 percent true". 
According to "Starbaby" the reflection makes it pretty easy to find radar antennas with the ground mapping radar.

Those are called scintillations. They are caused by the reflections of radar waves by the radar antennas, not because of interference.

 

This is probably just the fact that you’re using mods. Also, the scintillation option in the Special menu specifies that it is in beta.

My understanding was that scintillations showing from non-emitting radars is a DCS limitation. IRL you wouldn't expect them if the radar isn't active but in DCS the scintillations show regardless

AFAIK it is not about the ground radar emitting but rather the antenna rotating. At least IRL. A radar antenna is by design highly reflective of radar energy. Rotating antenna reflects to all directions. Other metal structures such as fences and radio towers etc are also highly reflective. Sorry, I don't have a good autual source to quote on this. Maybe someone knows better and can share?

Edit: another point is that fighter radars are really good at filtering out signals from other radars. There are very clever ways to encode your own emissions such a way that you can filter out any other emitters signals.

Stimson's Introduction to Airborne Radar is really good resource. The 2nd edition is available free if you google for it.

No, they will only show on active radars. Not because they emit, but because they either scan across your position, or are tracking towards your position. In game both give the same effect because it's not possible to discriminate the cases. I believe that IRL a scanning antenna will create the whiskers, while a tracking antenna will only create a powerful return that smears horizontally.

And yes this is not interference, but purely caused by the antenna retro reflection.
