correct as is HUD altimeter switch "Radar Alt / Baro / Auto" Inop.

The swicth for setting the HUD altimeter between radar altimeter and baro altimeter is still inop.

Also the radar altimeter is able to display the altitude even at 40.000 ft, which I assume is incorrect - this is on the Kola map.

The F-16's AN/APN-232 Combined Altitude Radar Altimeter (CARA) is rated for 50,000 ft, so that is correct.

yep, which mean it is not implemented. So this switch does nothing on this particular aircraft.

You mean it does nothing on real aircraft or in DCS?

In DCS this switch is not implementet. This means: It has no function in DCS.

I would think it would be part of EMCON  - being able to turn off an emitter.

That switch has nothing to do with turning off the radar altimeter, it just alters the parameter visualized on the HUD.
What you would be looking for is the radar altimeter power switch located by the LEFT/RIGHT PYLON and FCR power switches
