Impossible to set OVC conditions (Syria map) for IMC approaches. Only fog (and no looking good) or dusty settings work using the screen. With VR the most cloudy conditions looks like scattered clouds. (No presets usted, and tested with and without clouds mod)

Overcast and Rain 3 is the closest thing to IMC we can get, but there are weird clear pockets that move with the wind. We need a true Overcast and Rain preset that is 100% IMC everywhere.

If approach training only is your objective (I don't know, just asking), but scenery could be of secondary importance, have you considered trying out NTTR map? It has enough elevation difference between northern and southern airbases that you can set up a thick cloud layer exactly on the same level as some of them.

Bandit648's weather mod will also give you extra flexibility in moving cloud base beyond stock mission editor limits, albeit I don't know if it allows to drop them enough for Syria elevations.

Yes, that is the solution. I tested in Vaziani and it looks nice. I have the Bandid648 weather mod, but doesn't work lowering the cloud base.
