fixed C-701 IR strange behavior

If the launch altitude is below 12,000, the C-701 IR strangely initiates a loft? (C-701 TV don't do that )and fails (not enough energy/lost track)? when launch distance is greater than 8.5 mn.
No problem with the C-701 TV.

 c701 now is managed by ED, i think it's better to report it to ED.
