Was going to buy the FC F-15C if the FF module was going to be an upgrade for it so I'd be ready when it came out.  But if I'm reading the FAQ right, it's going to be a separate module?

Yes, as the third question in the FAQ confirmed. It’s completely separate from the FC3 version which will continue to exist independently. 
So you can pick whichever you prefer

Like Raven said. BUT! The current FC module is fun, cheap and can be used for training and as a fix while we wait.

I did read the FAQ and did see #3:

Will it just be an updated Flaming Cliffs F-15C?
Not at all. The entire external model and cockpit will be rebuilt to meet 2025 graphical standards. The avionics, sensor, and weapon systems will be at the highest level of fidelity with a fully interactive cockpit. While the flight model will be based on the Flaming Cliffs version, it will be further improved. Please note the Flaming Cliffs version will remain unchanged.

In my defense, I was asking, by saying "upgrade" that if you already owned the FC version, that the FF version would be offered as a discounted module rather than a full-priced, separate module.

Yes, I understand. You’re not the first to wonder that, but the answer remains the same: they are 2 separate products.

agree, and it is surprising how much of the real aircraft procedures still apply to the FC version, as I discovered when I wrote my own kneeboard for the type:

I'd hope that they'd alter the flight model sensors and weapons on the FC jet to match the full (except for all the stuff they aren't modeling) featured version to keep them on the same level competitively.

They might do so with FM (as was the case with A-10) but certainly not sensors. Weapons are the same.
