ED isn't the developer, they're the distributor

This is possible as long as someone from ED (development or support department) confirms that the refund can be made as an exception.

Mr. NineLine, I'm waiting for your answer to the question I asked earlier.

As far as Steam is concerned, ED is the developer. They don't have a special system in place for the unique shenanigans that is DCS.
