Is there a plan for when George displays the target list that the highest threat in the search area is the first option? For example if there is an Manpad in a group of infantry, the manpad should be a priority, not having to go down the list to discover it.

Also depending on how the mission is set up he can track enemy static objects while having to spam down the list looking for a threat. So like 40 static objects can be listed before seeing any threat.

Honestly, I always thought that they should (to my recollection, they aren't but I could be wrong,) be categorised such that the top target should have the least angular difference between it and your george-up direction, and each subsequent one is just greater and greater angle differences from that point. Even if it's not, having some way to set that up as a menu option would be nice.

He does prioritize targets, already. He just doesn't magically see everything, so he may see the couple dozen Infantry AK-47 and a HL DShk, but not the MANPAD behind the building and prioritizes the HL DShk, until you command a new search...

But that should get better, with the updates planned in the mini update thread.

an issue i keep running into with George is he will ignore a mission target to lock onto a SAM battery 20 miles behind the target.  I'm really looking forward to the "search in PFZ" function just announced to help solve this.

This is likely caused by George being set in the Mission Editor to Simple IFF mode, or Auto and ending up in Simple IFF mode based on the mission settings. When in Simple IFF mode, the angular size of the target is not a factor in finding a target, like having labels enabled for the player and being able to instantly see the target beyond the range of human eyesight. If manually set to Label Only or Realistic IFF modes, George will not spot targets at 20 miles, unless they are really big like an aircraft carrier or other large naval vessel.
