Honestly: I don't know!
I'm not a progger! But as long as the dynamic weather follows rules similar to RL weather there should be a possibility to generate predictions (again: they shouldn't be 100% spot on) for pre-defineable regions.
Something like: Put about 10-20 meteo-reporting spots over the map (at larger cities?). Make them chooseable (at least for the mission-builder) to ask for weather 1. current 2. T+2h 3. T+4h 4. T+6h. If the engine can calculate the weather it can generate a prediction as well. I'd think it'd just need a interface to be asked for. Add a slight factor of failure (which would be realistic for a weather prediction), increasing with how far into the future you'd like to look.
Again: I have no idea of programming, but trying to imagine how this stuff works, let's me think this should be possible. And I'd really find it usefull in many situations.
