For me if the FPS goes above or below my monitor refresh rate I can notice it. The ground microstutters by and view panning is jerky and unpleasant.

Is this normal?

Do we all have to lower the settings to a ridiculous level to maintain a constant 60FPS in all situations to guarantee a smooth gaming experience?

You could turn on Vsync or Gsync, so it won't go higher than refresh rate of your monitor

You also should lower a bit your settings, like medium preset or so, so you won't go lower than 60 FPS

I do use VSync normally but I cannot believe that with my rig I would have to run any game at medium settings for 2D 1080p!

DCS isn't like other games.

Does anyone else experience this stuttering below refresh rate or is it just me?

You won't be able to keep stable 60 at all situations, but with this rig You should be able to maintain it in most of them. Just avoid maxing out options which, for one reason or another, have the biggest impact on fps in DCS: mirrors, water detail, visibility range, shadows, number of trees, preload radius - more or less in that order. Turn mirrors off, get the others between medium and high, crank up all the rest to the max and You should be good to go.

Riding the DCS performance wave can be tricky, just when you think you found the sweet spot a new patch changes it all :)

It is not uncommon to see several almost identical systems performing totally different tho at 1st look they also look very similar or even almost same then the others setup-wise but in fps one says, I have 30, other says I have 40-60 and 3rd one says mine goes well beyond 80-100.

There just aint an easy way to find the correct settings with all those stones in our path.

There are also some bugs/shortcomings in DCS that might kill any attempt to gain fps ( options.lua file for example ).

I am stuck at 35-45 fps now, dunno why....used to be TWICE...deleted options.lua...etc etc..

What causes it ?? I have no idea and I gave up for this week, too much RL :)

Yes, i've solved this issue by setting adaptative V-Sync ON and 1/2 refresh rate with Nvidia Inspector, constant and stutter free 30 FPS absolutely all the time, at relative high settings in options. Combined with Nvidia DSR, it's a pure joy....

For me Adaptive V-sync works well and is smooth enough under the monitors refresh rate and syncs again once the monitors refresh rate is equalled or greater than.

HP G2 Reverb (Needs upgrading), Windows 10 VR settings: IPD is 64.5mm, High image quality, G2 reset to 60Hz refresh rate. set to OpenXR, but Open XR tool kit disabled.

DCS: Pixel Density 1.0, Forced IPD at 55 (perceived world size), DLSS setting is quality at 1.0. VR Driver system: I9-9900KS 5Ghz CPU. XI Hero motherboard and RTX 3090 graphics card, 64 gigs Ram, No OC... Everything needs upgrading in this system!.

Vaicom user and what a superb freebie it is! Virpil Mongoose T50M3 base & Mongoose CM2 Grip (not set for dead stick), Virpil TCS collective with counterbalance kit (woof woof). Virpil Apache Grip (OMG). MFG pedals with damper upgrade. Total controls Apache MPDs set to virtual Reality height. Simshaker Jet Pro vibration seat.. Uses data from DCS not sound... goodbye VRS.

With v-sync on and all settings at max. The only time I get stuttering is during multiplayer when using TWS if I've been in the server for a long time. But that's due to a bug moreso than hardware.
