Yes, you can actually use JsGME to manage your mods in IL2 GB, although it is quite outdated.

I'd suggest to use OvGME, which is far better to me and not that old. With this tool you can
create different profiles for different games. So you only need one tool to manage your MODS
for several games. It's easy to use.

OvGME is more friendly to use and "Mods" folder can be where you want in your PC, not in main DCS folder. You have this one too, didn't make a try
