missing info Clouds glitch at distance on horizon and mountain tops

Been getting this glitch for a while when there are clouds that are lower then the mountain tops, at a distance there seems to be a bit of a graphics glitch, I've include a video link below, and my current settings.

Just wanted to know if this was normal? or something unique that other people are not experiencing.

I'm not sure what the glitch is meant to be from the video? Any chance you can explain further/provide a more clear demonstration?

All thick clouds at distance flicker with VR. I have tried all settings yet no change.
