requested F-15: Unrealistic formation light usage

Formation lights are automatically turned on if the following conditions are met: NAV mode active and weight off wheels.

These should be a separate keybind like the anti-collision, position, and taxi/landing lights. Formation lights do not turn off with WoW. Formation lights are not used at all during daylight. Their usage should be pilot discretion, not automatic based on avionics master mode and WoW.
