fixed SON-9 and KS-19 Tracking Bug With Overhead Targets

The SON-9 radar will get "stuck" at pure vertical deflection and is unable to recover - the battery attached to it will continue to fire straight up until bandits are completely outside of detection range. 

 

Steps to replicate:

-group with SON-9 and minimum one KS-19

-bandit path that flies directly over battery site
