As far as I am aware this is correct,

After start/before takeoff checks call for INS knob to IFA if GPS is available. Infact you get an advisory if you don't. P/INS on the ADV- line  to tell you GPS is available but is not being used.

In DCS it is more practical to set it to NAV for a hot start / auto start, to cater to different scenarios (redfor / restricted satnav).

It could be programmed to account for these situations though.
