it is not just about new stuff some of us may be holding fast until we see everything come down the fixes the changes etc..  so i am wondering if the update will occur during or after the sale this question was just in general  .

What a tragedy! In order to be launched together with new products, routine updates have been repeatedly delayed again again!

“Tragedy” seems a bit much.  It’s a delay in a videogame patch, not a matter of life and death. “Mildly irritating” seems more like it.  

Anyway, as someone who has done software development I know that separating out “routine” updates from new features is often impractical, as the parts of a complex software product are usually interrelated

Really?  It was originally expected June 26.  Even if the date has been changed a few times it’s not even been 3 weeks. Frequently an announced “delay” for a game is months or even years…
