Probably the angle makes them look smaller than they really are. Also, since they are all-moving you might not need as much height. But I think what triggered that tail design was RCS reduction to begin with. :) .

Height of vertical stabilizers is a stability design factor, and has much less to do with rudder effectiveness. (Dutch Roll tendency/Spiral Instability.) The aircraft WILL be imparted excellent rudder efficacy because of the all-moving design, but there's only so much travel/area that can be utilized anyway. I would suspect the all-moving vertical stabs are designed that way with aerodynamic braking in mind.

Maybe literally the dimensions aren't the same, but I think they look quite similar from the back and side.

Now, the fact that some features may recall aircraft of that family isn't much of a surprise. They were designed by the same bureau, and it's more than natural for the engineers involved to incorporate some successful concepts that are also present and were proven in the Su-27 and other of their aircraft. It only depends on how you see it. But if to go by your line of thought, I'd say it resembles A LOT the Blériot XI. ...it has wings. :D

But it looks like the "twisted" setting blocks the fan from being seen by radar, and the "straight" setting minimizes the effect on the airflow to allow for maximum power.
