If I understand right you want more windows on same monitor? Just set dcs to windowed mode. (Understand badly) Of course you can just plug second monitor to PC and on main you can play dcs and on second you can watch or do what ever you want.

In Steam libary click right properties and verify integrity. it should check all files and if it find something what is missing or edited it download again.

Try delete that files what causing problem then cleanup + repair.

On your C drive C:/users/%username%/dcs openbeta/config and there you have or you need create autoexec.cfg
