Windows Vista with SP2 and KB971512 also supports DirectX 11. DirectX 11.1 is part of Windows 8.0 DirectX 11.2 is part of Windows 8.1

Windows 8 has DirectX11.1, strictly speaking. The minimum requirements for DCS were updated recently, requiring a 64-bit version of Windows Vista or newer. Windows Vista (with SP2 and the "platform update") and newer all support DirectX11.

The market consists of demand and supply. Demand is partially based on past experiences. How many people will buy the next DCS modules at full price, knowing they may be sold with a high discount (40-60%) just a few weeks later? Moreover, since the number of modules being released in the next 18 months is (said to be) relatively high (for DCS norms), it'll become increasingly more difficult to sell modules at "full" price (~= 50$) anyway.
