Makes more sense and use to have it on a multi role SEAD capable platform like the Hornet, than archaic F14 bombcat. I don't think it has a jammer - it basically tries to appear as an enemy aircraft on radar, which it currently does in-game when launched from the F-14B. Enemy aircraft see it on their radar as a contact, and enemy SAMs (including ones that don't normally intercept missiles) shoot at it.

I think we need TALD for SEAD missions against more advanced SAMs and ships, more than Walley. The F-14 already has TALD, this thing is present in the game, so it remains to prepare aircraft systems. I know it'll do some work, but it's just a glider launched from an airplane like an unguided weapon, so I believe it won't require any sophisticated changes to the aircraft's systems.
