ED might've learned better coding, research, process and timetable/resource management which might help the Phantom move along faster than it would've otherwise. Perhaps ED now has an efficient model for starting, developing, and completing modules. Also, just like with the Viper is possible some preliminary aspects of the Phantom are in early development. If the Phantom comes out within a year then we will know. I for one don't mind if they work on the Phantom at the same time as the Hornet/Viper systems.
