A HARM might not have enough destructive power to destroy a radar. Also make sure the radar doesnt turn off after you have fired the HARM. If the radar turns off, the HARM wont know what to go for anymore.

To add to this discussion, our HARM should explode above the emitter (real world HARM apparently has more fuze settings, explode on impact or proximity fuze) damaging the antenna only,

in this video around 2:14 there is a mention of a proximity fuze:

 

As for EWR, they operate at lower frequency than HARM or HTS sensors can detect, so you won't see it as an option to target or attack with HARM.

If you are using the HTS, make sure you see at most PGM3 if you want the missile to fly anywhere near the target.  It's in the upper right corner of the HAD display.  It's not a laser/gps guided munition.  In the real world, where the crew turns radars on and off, they can actually be quite useless.  It will also most likely just miss if you fire at PGM 4 or 5.
The HARM is really quite a sloppy weapon, and this is reflected in game.

From what I understand: once the HARM gathered enough information with triangulation in EOM mode it should have gotten pinpoint accuracy to the target more or less when it's inactive. If the radar is emitting it just rides down the beam to the target. A tracking radar constantly painting you should always result in a 100% hit if you set it to target in the HAS page. A Flap Lid painting you and you've set and launched the HARM against a "10" should result in a hit.

But it does not, perhaps once in three tries it succeeds without one single HARM got shot down. HARMs are BS, far too unreliable.
