You'd have to define "fully developed". DCS is in constant development, never meant to reach any specific final stage. Just scored the Mig-21 this aft, with that lovely discount no less. It was the last one on my list of things to get. I got it more for the "museum aspect" than for any real plans to make missions with it. Had it recently on the free trial and I just enjoy flying it around and experiencing the Mig-ness of it. And those landings... And now I await my C-130. That's a big #1 on my list of modules I'm waiting for. Some of the planes, but all of the maps!
