IMAO depends on budget! I have had almost everything from TM (Cougar, T16000, Warthog etc) and I am very satisfied! Now I use Warthog + Cougar + Simpeds) for IL-2, A-10, Ka and P-51

I am working on a TARGET profile for P-51, using layers to multiply functions. D layer ( SPDF Down): Cold start - landing - take off. U & M layers for flight/fight. Some functions works at all layers. For instance, flaps switch (FLAPD-FLAPM-FLAPU) used for Gear up down at D layer and Gunsight mode for U/M layer. DOWN layer is almost done (Cold start-take off/landing configuration etc). There is no need to change anything at DCS settings, just run TARGET file and load lua if you had aleradey set keys to Warthog through simulator. Cougar is functional when opens CCP (Control Panel)? Inside DCS when someone wants to set Axis , keyboard column is disabled, but when you want to set "All", is on. Maybe he is trying to assign keys without clicking at Cougar column and double click to the specific command.

Oh! I thought you are going to built a pit. In this case the monitors I posted could be impossible to stand! You can built a panel. Superbus has a great one but photos are not accessible any more.
