Are there any plans for TER_9A Laser jdam?  aslo hornet too

Not possible. The TER-9 does not include the wiring to allow transmission of target coordinates to the bombs. 

 

That's why the BRU-57 exists.

That's a BRU rack. A TER rack it not wired for those munitions.  

 

TER-9A and BRU  are the type of bomb racks, not the bomb itself, which in this case is a GBU-38 or GBU-54 if it has both laser and GPS guidance

We've got an M4.2/M4.3 F-16CM circa 2007 so GBU-54 isn't integrated on it; GBU-54 came with M6.1 starting in 2011. 

 

The planned systems and payloads thread for our F-16CM is pretty clear here.

As Falconeer also said, that's not a TER-9, it's a BRU-57. The TER-9 looks like this:

 

It is capable of holding up to 3 bombs and functions like a "dumb" hardpoint: it is not capable of providing power or data to any mounted weapons. The only guided weapons it can carry are LGBs, which need no power or data from the launching aircraft.

 

The BRU-57 looks like this:

 

 

It can hold pairs of weapons and includes all the wiring for power and data. It is on the list of planned features for the F-16 but is not in the game yet. When implemented it will be able to carry two GBU-38s, two JSOWs, or two WCMDs. As others have also stated the GBU-54 LJDAM is not a planned weapon for the DCS Viper. 

 

The very similar (and visually identical) BRU-55 smart rack is already in the game for the Hornet. It can be used to carry pairs of GBU-38s and JSOWs. GBU-54 LJDAM is also not a planned weapon for the DCS Hornet.

According to the internetz (which may not be correct) LJDAM made its combat debut in 2008, since our F-16 is 2007 I don't see a possibility that we get LJDAM on our F-16 or on our F-18 since both planes are 2007.

Which means it was used for the first time in combat. It was able to be deployed from certain aircraft before that date. (not specific F-16) You don't go into battle without certification or test phase, just to see how things work out. It doesn't work that way with aircraft, civil or military

 

So, technically it *could* be possible, but it's depended from what software was in use by that time
