One of the issues is that Steam DLC needs an exact release date to be purchasable. So once they confirm a release date, it should be available to buy on steam.

@IronMike why is 9Line now going on steam saying there will be no steam-preorders, after Heatblur stating here several times that a steam pre-order is coming?

Not sure why you're responding without quoting the guy a month later.  In any case, we are getting one benefit of the preorder on Steam because we get the preorder price of $60 for the first week after launch.

Tell me more, plz. The Bullpup is much more difficult to aim than the RB-05 on the Viggen. Is this how it should be? Or will the Bullpup be improved? It shakes a lot during flight...
