Professor of aviation law Elmar Giemulla, who is representing three families of German victims, said that under international law Ukraine should have closed its air space if it could not guarantee the safety of flights. "Each state is responsible for the security of its air space," Giemulla said in a statement emailed to Reuters. "If it is not able to do so temporarily, it must close its air space. As that did not happen, Ukraine is liable for the damage."

Says the Patriot was fired because it entered Israeli airspace, but the crash site is now confirmed outside Israeli borders in the area of Kunetrah. If the pilots manage to survive and eject I doubt they will survive the rebel reception on the ground... another 2 decapitation videos soon to be uploaded to youtube :( RIP... or hope to hear the pilots chute's floated westward across the border to Israel... thats their best chance to survive.
