It is in testing and not released yet

DLSS 2 was released some time ago. DLSS 3 was released when the 4090 was released. If you mean in DCS, then no. It has been shown in videos but is still in testing.
-
DLSS 2 will work with any RTX card (20, 30 and 40-series cards). DLSS 3 is exclusive to the RTX 40-series.

There is a thread for this. Working for some

Why no update come out today from Hetblur?
AdrianL replied to BubiHUN's topic in Heatblur Simulations
If you go to \CoreMods\aircraft\F14 folder under you DCS installation folder you can look at the dates to see when they were changed. Not going to tell you exactly what was changed though. Need the patch notes for that. Just shows that there were changes made in todays patch -
Why no update come out today from Hetblur?
AdrianL replied to BubiHUN's topic in Heatblur Simulations
Liable that the patch notes where not submitted in time (again). If you look at the F-14 files there have been updates to them in todays patch. -
They country locked. So to use the 'Fictional Ukraine Air Force' livery, for example, your aircraft country must be set to Ukraine or 'Combined Joint Task Forces Blue' (Depending on how the coalitions are setup).
-
If you are referring to '#1 Splinter F21 Norrbottens Flygflottilj' (and the #2 and #3 ones as well) then that is not part of this livery pack. That comes from the liveries installed as standard with the Viggen.
-
Unless I am missing something here, "211. stridsflygdiv. - Urban Röd" is in your dropdown list. You have just not selected it. It is working for me. I installed it to my saved games liveries folder

The Turkish steam pricing is way off. For the F-16 it is currently $21 (converted) https://steamdb.info/app/1090850/ The F/A-18 is also whack for the Turkish Lira and Argentine Peso https://steamdb.info/app/411950/ Yet the Apache is closer to reality when looking at the converted dollar price https://steamdb.info/app/1770580/

How to decode the weather?
AdrianL replied to Cathnan's topic in F/A-18C Raven One: Dominant Fury campaign
The weather report seems to be a mixture of METAR and something else I am pretty sure that SST is for Sea Surface Temperature. And SEAS is sea state. SEAS: 5 means rough I generally just read the CVIC brief at the start of each mission which tells you what to expect from the weather. For example, in mission 1, "Weather is a factor…low overcast at below 4K, thunder in all quadrants, five miles vis and high gusty winds. We can feel the ship moving so expect pitching deck calls from the LSOs when we come back. " This PDF lists the abbreviation and Acronyms for METAR/TAF. https://www.weather.gov/media/wrh/mesowest/metar_decode_key.pdf
