I finally just OC'ed my pc.
The constant low fps, stutters. You have to take in account this game is constantly evolving, so each year it will put your "new hardware" in its place.
Using a i7 4770k stock @3.5mhz w/ 1080ti, and 2400mhz ram(left ram at default speed 1333mhz) i would get 20-30fps at a airport.
OC'ed cpu from 3.5 to 5ghz and set memory to only 2000 also enabled XMP in bios, now i was able to sit 50+ fps on the ground, while in the air 100+
unfortunately i cannot afford a $2k monitor for gsync 4k, etc so OCing was my only hope if wanted to keep my settings high in dcs.
This would be some of the things to relive the stuttering but just OC'ing to anything over 4ghz will net you imo a improvement worth doing. You may find also by searching around w/ people w/ your same setup enabling/disabling to stop stutters. I have a HOTAS warthog and by just turning off the LED on the throttle it will stop the stutters when using the slider for zoom in/out, pain in the ass b/c i have to use "target software" to disable them every time i play DCS.
