That has nothing to do with GPS. The coordinates come from the data cartridge (or can be manually entered by the pilot on the INS page during the first ~2 minutes of alignment).
They will come with time. It's the same with period aircraft modules, where people argue that there is no map where they fit in. You have to start somewhere.
Sounds like you're switching your INS mode to NAV, while it should be in IFA to make use of GPS. Can you confirm this is the case?
Pure INS navigation causes issues with CCIP in the current build.

It can, IF the data-linked target is within your radards field of view. If the data-linked target is behind your aircraft or if there is a mountain between you, then your radar will of course not see it.
