TAXIING INSTRUCTIONS

1. Check wing flaps UP.
   
2. Have wheel chocks pulled.
   
3. Steer a zigzag course.
   
4. Taxi with stick slightly aft of neutral. This will lock the tail wheel. In the locked position the tail wheel may be turned 6 degrees to the right or left by use of the rudder pedals. For sharp turns, push stick forward of the neutral position to allow the tail wheel full swiveling action. Use brakes as little as possible.

You lock the tail wheel. When unlocked it is still free castoring.

 

Does the 109 have a steerable tailwheel via rudder pedals (Like the Mustang)? Or is it like the 190 where it just spins on it's own accord and you have to use the brakes.

You should've given less confucing answer then. The way You worded Your reply suggested only free-catoring option for Mustang, which is not the case.

Yes there is a rod on the left side of the cockpit that can be pulled to lock the tail wheel in the 109.
