BigNewy or Nineline indicated it was in testing but wasn't going to make the previously released patch but hopefully would make the next one. So as long as they don't find any significant bugs that need fixing I would expect to see it in the next update. 1

This. If next update is again one year away, that doesn't bode well for the expected cadence of updates. Sure, map updates don't happen every update, but waiting a year for a bugfixes is really asking a lot as that timeframe was not clearly communicated when the map was released. So I'm really hoping that after this update, next one is only a couple of months away. Let's be honest, there's no way every single bug is going to get fixed in this update which is why it would be prudent from the devs to set expectations on when the next update might be happening. A quarter, half a year, year? 2

Let us be positive and hope that the kind people at @OnReTech have learned this important lesson and provide timely and regular updates (both in the form of communication and patches), so that the Sinai map can finally live up to its immense promise. I'm deeply impressed with ORT's initial effort, and deeply saddened by their spectacular fumble in the interminable time after their release. So, let's add some hope (in my case, make it a "Negroni" instead of "Americano" whilst lounging outside, listening to the dulcet strokes Lemmy applies to his Guitar) to the mix and wait for better news 1

Maybe you're confusing Sinai map with the Syria map, which has those locations. I typically didn't fly up that way because of that. I guess this was done to avoid overlap with the Syria map? Kind of disappointing as I hoped they would complete Israel with all its airbases. The contested area‘s detail was (temporarily? I hope) removed from Sinai. Let us hope all concerned parties find a good way forward that benefits all, and allows everyone to put this kind of childish behavior back inside internal meetings where cooler, more reasonable heads prevail. In fairness, we don't know Urga has anything to do with this. NineLine speculated that it was about stepping on a third parties toes (i.e. Urga), but the ORT post doesn't imply that. As another poster suggested, this could be about licensing with wherever ORT got their base data from. That's very plausible since the chopped area follows a major lat/long grid line (logical spot for licensing to stop) and apparently doesn't really match up with where Syria goes to. Either way, the end result looks bad on ORT and more so that it wasn't announced ahead of time or even in the changelog. 1

I agree that there remains ambiguity about who is really responsible for this withdrawal request. But I don't see how it couldn't be Ugra Media, ORT is talking about a request coming from a Thirt part, and all the removed territory corresponds exactly to what currently exists on the Ugra Media Syria map. Who is responsible for this request therefore becomes perfectly obvious to me. And if the partners had discussed among themselves instead of making cuts in regions already delivered to users, this suspicion would not exist. This type of problem should have been resolved before the delivery of the Sinai card. Additionally, Ugra Media is not left out as their own map, Normandy 2, encroaches on ED's "Channel" map...
