Good afternoon, someone could explain to me why the runway lights and the PAPI are not illuminated at the Nellis AFB airport. It is terrible to have to land without runway lights at night. This is a program failure or I have to do something for the landing strip to light up.

RWY 21L (and 3R) is still missing it's Approach Lighting System with Sequenced Flashing Lights - type 1 (ALSF-1). This makes instrument approaches restricted to using Approach lights inop visibility corrections.

Both PAPI and ALSF work on 21L depending on the wind. Set ex. 7 kt and check.

Me Bad. Should have indicated they don't work in Multiplayer. That needs to finally get fixed.

Yep the winds did it (also set the mission to night so that might have been a trigger as well). At the very least, 21L does indeed have an ALSF-1

When I try to land on the runway 21L of Nellis airbase, I noticed that only the PAPI light of runway 21R were working, and the 21L seemed to disappear.

Might that be due to actual operation of the airport? Usually 03R is used to take off, 21R to land, except in exceptionally high winds, to fulfil noise abatement rules over the city.
